Passport and Passport Related Services

General Instructions

The Ministry of External Affairs, Government of India has migrated from Global Passport Seva Version 1.0 to Version 2.0 with effect from 3 rd September 2025.

  1. 2. Indian nationals applying for passport and passport related services viz. Re-issue of passport, Police Clearance Certificate, Emergency Certificate, Surrender Certificate are kindly requested to note the following essential requirements while applying for passport and availing the passport related services:

    1. a. Printed application form along with photo and signature uploaded online (To upload an ICAO-compliant photograph and signature is mandatory, for more details see H)

    Note: Unsigned forms, and forms without photo will not be accepted. For brief guidelines on required photo and signature, please see section H below.听

    1. b. Original Indian passport along with self-attested copies of the first and last pages (in case of loss of passport, the copy or at least the passport number should be provided)
    2. c. Copy of a valid Resident Permit (Self-attested photocopy of the valid French/ French Overseas territories residence permit (front and back) and original for verification
    3. d. Proof of Address in France: Any utility bill mentioning applicant鈥檚 name, residence card/Long-term visa
    4. e. Supporting documents for any other changes (name, address, addition of spouse name etc.)

    Note: The above compulsory set of documents from (a) to (e) need to be provided while submitting the application in-person at 20-22 Rue Alberic Magnard, 75016, Consular Wing, 91制片厂 of India, Paris.

Step 1: Complete the Online Passport Application Form by using the portal (Do not forget to upload ICAO compliant photo (see section H), signature and documents) by using the following link: https://www.passportindia.gov.in/psp

(Alternatively you can also go through , then click on 鈥�Apply for Passport Indian Missions (91制片厂 / High Commission) or Posts (Consulate Generals) abroad鈥� and then choose France)

Note: While filling two columns in the online form: 'Passport Printable Address Details' and 'Other Address details, one address has to be in India and another in France.

Step 2: All reasons for passport reissue should be specified (validity expired within 3 years/due to expire in next one year, change in existing personal particulars, etc.)

Step 3: Take the printout of the completed application form (Do not forget to upload ICAO compliant photo, signature (see H) and documents). Signature/ thumb impression of applicant should be on first and last page.

  1. (f) Printed application form along with Photo and signature uploaded online (as per ICAO norms, white background)

Note: Unsigned forms, and forms without photo will not be accepted. For brief guidelines on required photo and signature, please see section H below.听


  1. (g) Original Indian passport along with self-attested copies of the first and last pages (in case of loss of passport, the copy or at least the passport number should be provided)
  2. (h) Copy of a valid Resident Permit (Self-attested photocopy of the valid French/ French Overseas territories residence permit (front and back) and original for verification
  3. (i) Proof of Address in France: Any utility bill mentioning applicant鈥檚 name, residence card/Long-term visa
  4. (j) Supporting documents for any other changes (name, address, addition of spouse name etc.)

Step 4: Please take appointment from 91制片厂 website (Book online appointment) and submit your application form along with required documents and fees. Submission is required to be done in-person.

A.2.1 When both parents giving consent

Documents required in addition to the compulsory set of documents:


  1. a) Declaration Form for Minor鈥檚 passport (See section G below) signed by both the parents
  2. b) Annexure H
  3. d) Passport copy of both parents (Original to be brought for verification)
    e) Residence cards copy of both parent (if applicable)
    f) Declaration Minor form signed by both parents

Note: If one parent is in France and the other parent is in either in India or in another country, the absent parent need to submit form Annexure 'H'. The form need to be attested by the Indian Mission abroad/RPO in India and then signed by the applying parent in France.

A.2.1 When one parent is not providing consent

  1. a) Declaration Form for Minor鈥檚 passport (See section G below) signed by the applying parents.
  2. b) Annexure C
  3. c) Passport copy of the applying parent (Original to be brought for verification)
  4. d) Residence cards copy of the parent (if applicable)
  5. e) Declaration Minor form signed by the parent

Documents required in addition to the compulsory set of documents:


  • If expired between 1-3 years: A self-explanatory letter as to why the passport was not renewed in time would be required.

  • If the passport is already expired (over 3 years) Application can be submitted along with:

听 听 听 听 a) A self-explanatory letter as to why the passport was not renewed in time.
听 听 听 听 b) Affidavit (Format 1) (See at the bottom) regarding non-acquisition of foreign nationality

A.4 If the applicant is not holding a valid visa, resident card or receipt of renewal of residency from France

A.5 In case of change in the Indian address, any one of the below documents would be required?

  • Copy of Voter ID card; copy of Aadhar card; utility bills, Photo Passbook of running Bank Account (Scheduled Public Sector Banks, Scheduled Private Sector Indian Banks and Regional Rural Banks only); copy of property registration or copy of parent's/spouse passport along with one proof from the aforementioned list

A.6 In case of changing the Indian address to French address

Documents required in addition to the compulsory set of documents:


  • Valid residence proof of France would be required

A.7 Addition/deletion/change in spouse name

听

Documents required in addition to the compulsory set of documents:听

Addition:
a) Original marriage certificate with a self-attested photocopy and self-attested photocopies of passport and residence permit card of the applicant's spouse (original Passport and resident card to be shown at the time of submission of application) or Joint Photo Declaration signed by both husband & wife

b) If name of spouse is not matching with Marriage Certificate, additional sworn affidavit will be required declaring 'one and same person' to include spouse name in the renewed passport. (The sworn affidavit needs to be issued before applying for passport renewal.)

Change in spouse name: Remarried applicants applying for change of spouse's name will be required to produce the death certificate/divorce decree in respect of first spouse, marriage certificate and photocopy of present spouse's Passport (original passport to be shown at the time of submission of the application).听

Deletion: For deletion of spouse name, a divorce order/decree is required to be submitted.

Note: (a) In cases where the marriage has been solemnized in India or under Indian laws, a declaratory order from a competent Indian court needs to be furnished.听

(b) In cases where both marriage and divorce have been duly solemnized and adjudicated abroad under the relevant foreign laws, duly authenticated/ apostilled copies of the foreign divorce decree will be accepted for the limited purpose of processing passport related requests (such as deletion/ change in spouse's name).

For deletion/ change in spouse name

Marriage solemnized in India听

Declaratory order/divorce decree from a competent Indian Court

Marriage and divorce both solemnized and adjudicated abroad听

Duly authenticated/ apostilled copies of the foreign divorce decree听



A.8 If the applicant has changed their name after marriage / remarriage / divorce / death of spouse etc.

听

Documents required in addition to the compulsory set of documents:


  • a) Annexure D (See secion G) (Affidavit for Maiden Name Change in case of marriage) / Deed Poll/Sworn Affidavit in case of re-marriage, divorce or death of spouse; and
  • b) Original marriage certificate with a self-attested photocopy and self-attested photocopies of Passport of the applicant's spouse (original Passport to be shown at the time of submission of application)
  • c) Divorcees applying for a change of name are required to furnish the divorce decree authenticated by the Court.*
  • d) In case of change of name following death of spouse, photocopy of death certificate of the spouse (Original to be shown at the time of submission of the application)

*Note: Foreign divorce judgements will not be valid. In case of mutually agreed or mutually properly contested divorce cases also, an application must be submitted by the parties at the competent Indian civil court and a declaratory order authenticating and confirming that the foreign divorce decree is in accordance with Indian law must be obtained by the concerned parties.

A.9 If the applicant has changed their name for reasons other than the above (substantial change in name):

Documents required in addition to the compulsory set of documents:


  • a) Provide two supporting public documents in India, such as Aadhar Card, Voter Card or PAN Card etc. with the updated name (in case of Indians staying in France on long term permanent or work permit, two public documents issued by French government/French school may be accepted).
  • b) Clippings of two local newspapers (India or France) or the gazette notification of the concerned State Government/Central Government as the case may be.

Important Note:听Applicant must wait 01 month after publication in a newspaper before applying for the passport. Full page of the publication where name change was declared by applicant should be enclosed. Document should clearly show the date, name of the Newspaper/Publication/Gazette and the content. Unreadable scanned copies will not be accepted.

A.10 Additional documents for change in entries on Passport

听

Documents required in addition to the compulsory set of documents:


  • a) Appearance, Signature or/and address: Affidavit 'O' (See section G) (Proof of change must be accompanied with a self-attested document proof copy)
  • b) Address Proof - Aadhar Card, or any Government issued IDs or Receipts
  • c) Father or Mother Name rectification (minor rectification): Copy of Father or Mother's passport copy only
  • d) ECR to ECNR (For residents having regular status in France only): Copy of matriculation or above certificate

A.11 Damaged passport

Documents required in addition to the compulsory set of documents:


  • 听i. Letter of explanation (circumstance under which damage of passport occurred)
  • ii. Annexure 'F' (See section G)

Note: The above are the general mandatory requirements. The applicant may be required to submit a few more documents depending on the scrutiny of the application and on a case-to-case basis.

B. Birth Registration and issue of first passport to a newborn child / minor

Step 1: Apply for registration of birth of new born child by registering at MHA web portal听听, take print out and sign (by both parents)

Note: Documents should be uploaded in English only, as per requirement of above MHA portal

Step 2: Apply for passport as per A1 above. Documents as per A1 + Marriage certificate of parents with English translation by registered translator in France
OR

Affidavit for a single parent where child is born out of wedlock or in case other parent's whereabouts are unknown: Annexure 'C' (See Section F).

Note: Printed passport application form to be signed by both parents on the last page.

Step 3: Documents required along with printed application form to be submitted for Birth Registration:


  1. i. A Miscellaneous Service application duly filled
  2. ii. Two copies of signed (by both parents) MHA registration form
  3. iii. Three photograph conforming to Indian Government norms. For Photo specification (See Section H)
  4. iv. Photocopy of both parents passport (first and last pages as well as any pages including any endorsements) and original for verification
  5. v. Photocopy of Carte de Circulation/Resident Card/Visa
    OR Immigration declaration form (please see section G) of parents if status NOT regular in France
  6. vi. Original apostilled birth certificate with English translation by sworn translator in France
  7. vii. Marriage certificate of parents with English translation by sworn translator in France
    OR Affidavit for a single parent where child is born out of wedlock or other parent's whereabouts is unknown: Annexure 'C' (See section G)
  8. viii. Photocopy of one of the following to prove your address: electricity, gas, landline/mobile telephone bill (not more than 6 months old)
  9. ix. If the birth registration is applied after one year of birth please fill the "Late Birth Registration Form" (see section G)
  10. x. Declaration form: to be filled when submitting any application

Note: Any certificate issued outside of India must be apostilled (with English translation) and should be given in the original

Step 4: Fees Payment

Total fees will be Euro 21 (For Birth Registration) + Euro 38 (For Issue of First Passport upto 8 years of age of minor / newborn child) = Total Euro 59.

(If the first passport of the minor is issued after completion of 8 years of age of the child the fees will be Euro 21 (for birth registration) + Euro 42 (for passport) = Euro 63/-)

C. Emergency Certificate and short validity Passport (For LOP-Loss of Passport cases)

In case of loss/damage of passports, Indian nationals can apply either for Emergency Certificate (EC) or for re-issue of a Short Validity Passport.

Scenario A: An Indian national is issued an Emergency Certificate (EC) if he/she has lost/damaged his/her passport while on a visit to France. An Emergency Certificate acts as an emergency travel document for traveling back to India.

Scenario B: An Indian national is issued a Short Validity Passport (SVP), if he/she is visiting France for a short period either on an internship visa or a student exchange program, or a little longer business tour, or he/she is a resident of another country.

c. Police report in original with Passport Number compulsorily mentioned (which will be kept with the 91制片厂) in case of loss/theft of passport
d. Annexure F (See section G) (Duly filled and signed)
e. Copy of passport along with a copy of Valid Schengen Visa page
f. Copy of Resident card of the country of residence

C.1 . Issuance of Emergency Certificate for applicants whose status is not regular in France

D. Police Clearance Certificate (for Indian Nationals only):

This service pertains to the issuance of a Police Clearance for Indian nationals residing in France. This is a document issued by the 91制片厂 of India, certifying that the applicant has never been involved with the Indian police (a document which is required when a person applies for emigration status to countries).

Step 1: Apply online at:听

Step 2: Following Documents need to be attached along with the printed application form:

  1. i. Online Application Form duly filled in and signed听
  2. ii. ICAO Compliant photo to be uploaded online (ICAO compliant photo, see section H)
  3. iii. Original (for verification) and self-attested copy of your valid passport (Front and back data page)
  4. iv. Original (for verification) and self-attested copy of Resident Card (Titre de S茅jour) front and back copy/ visa copy (if resident card is not available)
  5. v. Proof of address in France

Step 3: An applicant is required to submit the PCC application with the above documents after taking appointment from 91制片厂 website ()

E. Surrender Certificate and Renunciation of Indian nationality

Under the Indian Citizenship Act, 1955, Persons of Indian Origin are NOT allowed to hold DUAL Citizenship. If a person had ever held Indian nationality (and Passport) and subsequently voluntarily obtained nationality / Passport of another country, he / she ceases to be an Indian national and is required only to surrender his /her Indian Passport and obtain a surrender certificate.

Step 1: Complete the online application at听.

Step 2: Documents required along the application above:

  1. i. Duly completed form as above ()
  2. ii. Photograph (ICAO compliant photo, see section H)
  3. iii. Original and copy of old last Indian passport and latest French (or Foreign) passports
  4. ix. Copy of Nationality certificate

OR Decree (signed copy)

OR Self attested copy of French Journal (first two pages and relevant page) showing date and method (registration / naturalisation etc.) of obtaining Foreign nationality. This document (except Journal, which does not require apostille) is to be apostilled and an English translation from Sworn translator is to be submitted.

  1. v. Address proof (Copy of energy bill, phone bills etc)

Step 3: Applicants may submit the Surrender Certificate application with the above documents after taking appointment from 91制片厂 website ()

Note:Applicants who have obtained Indian passport after obtaining Foreign / French nationality will be issued passport "Revocation Certificate" instead of passport "Surrender Certificate", for obtaining Indian passport by suppressing material information about their having foreign nationality and not being eligible for Indian passport. A revocation certificate is not acceptable for applying OCI card [Except those hailing from erstwhile Portuguese territories of India (Goa, Daman, Diu)].

E.1 Renunciation of Indian nationality under Section 8 of Indian citizenship Act

This service is applicable only to Indian nationals / Indian passport holders and not for those who already hold Foreign / French nationality / passport. The applicant has to apply online at听. Once the citizenship renunciation certificate is issued, the applicant is to surrender his Indian passport as per above procedure.

The above fees are as notified by Government of India vide Gazette Notification G.S.R. 516(E) dated 25 June 2026 to be applied w.e.f. 01.07.2026. ICWF charges of EUR 2 per service are mandatory for each applicant. For payment by card, EUR 0.60 will be charged per application over and above the applicable consular fees as mentioned above.

H. Photo as per ICAO and Signature requirements

The photograph guidelines as per ICAO standards explained in brief:

Photo: colour photo, taken from 1.5 meters from camera, face to take 80-85% of the photo, dimensions 630*810 pixels, background should be white and should be unaltered by computer software

Posture: full straight face (natural expression, head to chin and ear to ear) looking directly at camera, Centre head within frame (head should not be tilted), front view, eyes naturally open (glasses to be taken off, no hairs over eyes), no red eye (illumination should also not cause red eye effect), mouth should not be open

Appearance: skin tone natural, uniform lighting, no blurring, appropriate brightness and contrast, no shadow or reflection

Head coverings: Head coverings are not permitted except for religious reasons, but the facial features from bottom of chin to top of forehead and both edges of the face must be clearly shown. For full guidelines, please see ICAO norms for photo.

Signature: Should be legibly inked, have white background and cover 80-85% of the square box.

I. Delivery of Passport and Passport-Related Services

Applicants may submit a prepaid, self-addressed registered envelope at the time of submission for the return of their ready Passport/PCC or Surrender Certificate. The 91制片厂 will dispatch the document by post once it is ready.

Applicants who do not enclose a prepaid, self-addressed registered envelope and instead prefer to collect their passport in person may come to the 91制片厂 with the money receipt for collection, but only after checking the status on the portal. Collection is between 3:30 PM and 4:30 PM on any working day at the Consular Section of the 91制片厂 of India, Paris (20 Rue Alb茅ric Magnard, 75016 Paris). Applicants may also send a representative, who should carry a letter of authorisation along with the money receipt.
